Travis Jerome Horning was arrested by Hastings police late Aug. 17 and booked into the Dakota County Jail on two felony allegations, including terroristic threats and drug possession.
According to Dakota County jail records, Horning was arrested at 11:17 p.m. Sunday, Aug. 17, by the Hastings Police Department. He was booked into the Dakota County Jail at 3:40 a.m. the following morning and initially held pending charges and investigation.
The jail record lists the first allegation as felony terroristic threats, causing or attempting to cause terror, under Minnesota Statute 609.713.3(a)(1). The charge was listed as a probable cause arrest and was later noted as awaiting an omnibus hearing.
A second felony allegation was listed in the jail record as second-degree controlled substance possession involving six grams or more of cocaine, heroin or methamphetamine. That allegation was identified as a probable cause lesser or included charge under Minnesota Statute 152.022.2(a)(1).
The information available through the jail record does not include a detailed narrative describing the circumstances that led Hastings officers to Horning or what allegedly occurred before his arrest.
Horning made his first court appearance Aug. 19 through the Dakota County Jail court in Hastings. Following that appearance, his case was set for an omnibus hearing at 9 a.m. Wednesday, Sept. 16, in Division 2 in Hastings.
Court number 19HA-CR-26-1184 has been assigned to the case.
Bail was set at $20,000 without conditions or $10,000 with conditions. The Dakota County jail record showed the bail had not been posted at the time the information was reported.
If Horning posts the lower conditional bail amount, a number of restrictions would apply while the case moves through court.
Those conditions include remaining in Minnesota unless he receives written court approval to leave the state, participating in a pretrial program if eligible and having no contact with the victim or victims in the case.
Horning is also prohibited from using or possessing firearms or dangerous weapons while the case is pending.
Additional conditions prohibit the use or possession of alcohol and controlled substances, with an exception for properly prescribed medications. The conditions also require random testing, remaining law-abiding, making all future court appearances and keeping the court and his attorney informed of his current address.
The court also ordered Horning to complete the booking process and have no same or similar offenses while the case is pending.
The terroristic threats allegation was listed as awaiting the September omnibus hearing following Horning's first appearance. The second-degree drug allegation remained identified in the jail information as a probable cause arrest and lesser or included charge.
The case remains in its early stages, and the available jail information reflects allegations rather than a determination of guilt. No conviction is listed in connection with the Aug. 17 arrest.
Dakota County also cautions that information in its inmate records should not be relied upon for legal action because the information may change or may not be complete. The county notes that people can provide false identifying information and that a person's identity can only be conclusively confirmed through fingerprint comparison.
Horning remained listed at the Dakota County Jail under booking number 2605657 following his arrest.
His next scheduled court proceeding is the Sept. 16 omnibus hearing in Hastings.
