HASTINGS Police Report

Monday, September 6 At 12:39 a.m. an officer conducted a traffic stop near the intersection of 10 St. East and Progress Dr. The front passenger of the vehicle, David Wilson 49 of Andover, was arrested for felony fifth degree drug possession and Mille Lacs County drug possession warrant. The rear passenger, Floyd De-Groat, was arrested for multiple warrants out of Scott, Yellow Medicine, and Pine Counties. DeGroat was also issued a citation for providing a police officer with a false name.

At 1:40 a.m. officers were dispatched to the 1800 block of Tierney Dr. in regards to a medical emergency.

At 2:36 a.m. officers were dispatched to the 1600 block of Vermillion St. in regards to a welfare check. Officers investigated the call and arrested Jesse T. Ellingboe, 41 of Hastings, for gross misdemeanor DWI.

At 7:13 a.m. officers were dispatched to the 1200 block of 18th St. East for an intoxicated person in a vehicle. Officers later located Charles Eugene Horton, 62 of Hastings, and arrested him for DWI.

At 2:28 p.m. officers responded to the 200 block of Eddy St. on a damage to property report. There are no suspects at this time.

At 6:12 p.m. officers responded to a threats call on the 1900 block of Vermillion St.

At 6:13 p.m. officers conducted a warrant check in the 1200 block of Sibley St. After investigation, Jason Stephen Nelson, age 54 of Hastings, was arrested for an active Dakota County warrant.

At 9:31 p.m. an officer conducted a traffic stop in the 1400 block of Eddy St. After investigation multiple items of drug paraphernalia were collected to be destroyed.

At 9:45 p.m. an officer located an individual with a warrant near the 1400 block of Vermillion St. Desarae Wright, 26 of Hastings, was taken into custody for her two Dakota County warrants.

Tuesday, September 7 At 12:47 a.m. a Hastings officer responded to the intersection of 200th St. East and Ravenna Trail to assist deputies with a welfare check.

At 11:09 a.m. officers were notified of a theft in the 300 block of 2nd St. East.

At 11:14 a.m. officers took a theft report in the 500 block of Vermillion St. A lawn decoration described as a four foot tall rooster made of galvanized tin was removed from the exterior of a business.

At 12:44 p.m. an officer discovered a child’s abandoned bicycle near Featherstone Dr. and Pleasant Dr. The bicycle was placed into evidence for safekeeping.

At 12:48 p.m. officers were notified of a theft from a vehicle in the 2000 block of Westview Dr.

At 1:00 p.m. officers took a credit card fraud report in the Three Rivers Trailer Park. The credit card fraud occurred online and there are no suspects.

At 5:56 p.m. officers conducted a warrant check in the 10 block of Meggan Dr. After investigation, Tundra Ann Beck, age 47 of Hastings, was arrested for three active felony warrants.

At 8:15 p.m. officers responded to a fraud report in the 700 block of South Park Dr. There are no suspects or information on them at his time.

At 9:03 p.m. an officer initiated a traffic stop on a vehicle in the area of 10th St. East and Bailey St. The case is under investigation.

At 10:30 p.m. officers responded to a medical call around the 2400 block of Vermillion St. After investigation, Dylan John Smith, Age 28 of St. Paul, was arrested for several active warrants, providing false information to a police officer, and a fifth degree possession of controlled substance At 11:05 p.m. officers responded to a burglary report on the 1300 block of Lincoln Ln. The case is still under investigation.

Wednesday, September 8 At 11:06 a.m. officers began an investigation of a death.

At 11:29 a.m. officers took a theft by swindle report in the 900 block of 4th St.

At 12:36 p.m. officers assisted Dakota County Social Services at the 500 block of Pleasant Dr. Social services requested information on a family information only.

At 2:16 p.m. officers were called to the 1400 block of 4th St. West for a found property report. A cell phone was found inactive.

At 2:27 p.m. Officer Weid responded to Vermillion St. and Red Wing BLVD for a motor vehicle accident.

At 4:11 p.m. officers were notified of an abandoned bike in the 100 block of 2nd St. West. The case is inactive.

At 4:36 p.m. officers were dispatched to the intersection of Vermillion St. and 18th St. on a vehicle vs scooter crash. There was one injury and no citations were issued.

At 6:24 p.m. an officer responded to the 1300 block of 4th St. West for a theft report. The case was investigated and is currently inactive.

Thursday, September 9 At 3:57 a.m. officers attempted warrant service on the 100 block of 2nd St. East Christopher John Daves, 50 of Hastings, was arrested for three active warrants.

At 9:03 a.m. officers were called to the 300 block of 2nd St. West for a lost property report.

At 12:16 p.m. an officer responded to the 145th St. East and South Frontage Rd. for a two vehicle accident. No injuries were reported and one citation was issued to Ann Skoglund, 79 of Hastings, for failure to yield.

At 6:18 p.m. officers responded to the 800 block of General Sieben Dr. for an alarm call. Officers arrived on the scene and observed a door that had been forced open. The case is under investigation and there are no suspects at this time.

At 11:23 p.m. officers conducted a traffic stop near the intersection of Ravenna Trail and Glendale Rd. After investigation, one adult male is to be charged via formal complaint for tax evasion and no proof of insurance.

Friday, September 10 At 2:47 a.m. officers conducted a warrant check in the 40 block of Radford Rd. After investigation, Alicia Marie Johnson, age 27 of Hastings, was arrested for an active Washington County warrant.

At 5:18 a.m. officers assisted the Dakota County Drug Task Force with a warrant service in the 2100 block of Spring St.

At 8:09 a.m. officers received an after the fact theft report. The reporting party said an unidentified male posed as an AT& T Employee over the phone offering a promo if it was paid for with eBay gift cards. A loss of $360 took place.

At 5:03 p.m. officers took possession of a cell phone that was found near 7th St. West and Eddy St.

At 5:58 p.m. officers responded to a theft in progress call near the 1300 block of South Frontage Rd. After investigation, Heather Laine, 48 of Hastings, was arrested for felony fifth degree drug possession.

At 6:24 p.m. officers took a past action check forgery report from the 200 block of 33rd St. West under investigation.

At 8:55 p.m. Hastings officers were requested by the South St. Paul Police Department to assist with a robbery located near the intersection of Southview BLVD and 11th Ave south in their city. Hastings officers utilized their K9 for a track information only. At 10:17 p.m. an officer observed a vehicle traveling over the posted speed limit in the area of 1st St. and Nininger Rd. and initiated a traffic stop. While investigating the incident the driver was also found to have expired registration tabs displayed on her vehicle. The driver, Sylvia Dobgima, 37 of Woodbury was cited and released for expired registration.

Saturday, September 11 At 5:21 a.m. officers responded to Shannon Dr. for a suspicion call. After investigation, Lo Loo Vue, 33 of Minneapolis was arrested for two warrants and felony fifth degree drug possession.

At 9:39 a.m. a vehicle was towed from the 50 block of Sibley St. in violation of posted no parking signs.

At 11:18 a.m. an officer took a theft report from the 1400 block of South Frontage Rd.

At 8:38 p.m. an officer conducted a traffic stop near the intersection of 5th St. West and Eddy St. The passenger, Corianda Anderson, 20 of Hastings, was arrested for a felony fifth degree drug possession warrant out of Dakota County.

At 10:52 p.m. officers conducted a traffic stop near the intersection of Vermillion St. and 4th St. After investigation the driver, Michael Allen Frank, 63 of Hastings, was found to be impaired and arrested for DWI.

Sunday, September 5 At 12:45 a.m. officers responded to the 300 block of Frederick Circle to document a possible assault/medical that occurred . After investigating the incident, Lucas Michael Peters, 18 of Hastings was arrested for assault in the fifth degree and cited for consumption of liquor by a person under 21.

At 1:05 a.m. officers responded to a large fight near the intersection of 2nd St East. and Tyler St. The incident is under investigation and the Hastings Police Department did not confirm if any arrests were made at the scene.

At 2:13 p.m. officers took an after the fact report of damage to property at the 400 block of 4th St. West. There are no suspects.

At 2:42 p.m. officers picked up found property in the 200 block of 7th St. West and it was placed in an evidence locker.

At 4:40 p.m. officers received a report of a suspicious activity involving a vehicle loading construction equipment into a small Dodge Neon Sedan. The case is under investigation.

At 10:35 p.m. an officer initiated a traffic stop on a vehicle in the area of Highway 55 and Prairie St. The driver, Pierre Ousley, 35 of Hastings, was taken into custody for fifth degree possession of a controlled substance and possession of drug paraphernalia. The passenger, Sherri Boland, 37 of South St. Paul, was taken into custody for fifth degree possession of a controlled substance and possession of drug paraphernalia.

At 10:54 p.m. an office conducted a traffic stop near the 1500 block of Vermillion St. A passenger, Jeffrey Sigurdson, 33 of Anoka, was arrested for a felony third degree burglary warrant out of Ramsey County.
