Hastings City Hall and Virtual Zoom Meeting
To Whom It May Concern: Notice is hereby given that the City Council of Hastings, Minnesota will meet in the City Council Chambers of Hastings City Hall, 101 4th Street E at 7:00 PM on Monday, March 7,2022, to consider the improvement project generally described herein.
In response to the COVID-19 pandemic, the City Council meeting may also be accessed virtually using a platform called Zoom. To access virtually on Zoom, go to the City’s website at www.hastingsmn.gov and under the Events tab, click on the March 7 City Council meeting. There you will find a link to join the Public Meeting via Zoom. The City Council will receive public comments on the proposed project scope, features, and estimated costs. Such persons who desire to be heard with reference to the proposed improvements will be heard in person or virtually at such time and place.
Public comments regarding proposed special assessments for the 2022-1. Neighborhood Infrastructure Improvements project will be received at a separate public hearing to be held on Monday. April 4.2022. Property owners that would be impacted by proposed assessments for the project will be mailed a separate notification.
Project 2022-1, Neighborhood Infrastructure Improvements Total Project Costs Estimate = $3,335,000 The streets to be fully reconstructed include 5th Street W from State Street to West Cul-De-Sac, Ash Street from 2nd Street W to 5th Street W, Park Lane from 14th Street W to Bahls Drive, Park Court from Park Lane to End, and the East Vi block of 11th Street E from Ramsey Street to Tyler Street.
The reconstruction improvements would involve complete reconstruction of the street with engineered base material and new pavement along with new concrete curb and gutter. Also included is pedestrian ramp improvements at select intersections, and storm sewer extensions, repairs and replacements.
The streets to be reclaimed include 13th Street W from Westview Drive to one block East of Hillside Street, Hillside Street from Westview Drive to 13th Street W, Riverwood Drive from CSAH 46 to Woodland Drive, Village Trail from CSAH 46 to 36th Street, and the full length of Lilac Court, Teal Way, Sherman Way, Villa Court, Union Court, Western Court, Winter Court, Teal Court, Riverwood Court, and Regency Court.
The reclaim improvements would involve reclamation of existing base material and pavement, new pavement surface, and spot replacements of concrete curb and gutter. Also included in the reclaim improvements are spot replacements of storm sewer components and sidewalk extensions and replacements at select locations.

The office hours are 7:00 AM to 3:00 PM Monday through Friday. Copies of said exhibits and documents may be obtained by paying the cost for such materials. The proposed assessment roll is also on file for public review at the City Clerk’s office, located at Hastings City Hall, 101 4th Street E, Hastings, MN.
