Lawmakers to Present Legislation to Strengthen Protections for Residents of Manufactured Home Parks

ST. PAUL, Minn. — On Tuesday, March 17, Senator Liz Boldon (DFL-Rochester), Senator Judy Seeberger (DFL-Afton), Representative Matt Norris (DFL-Blaine), will join advocates and residents to roll out Senate File 2691, also known as the Manufactured Home Park Residents’ Bill of Rights.
The bill, if passed into law, would create a right of first refusal for park residents when owners intend to sell the park, prevent exploitative rent increases, and strengthen resident protections from absent or negligent park owners.
Out-of-state consolidation of ownership of Minnesota’s manufactured home parks has resulted in rent increases that outpace the growth of residents’ incomes, creating instability and pushing some folks out of their homes. Some parks that are cooperatively owned by residents in the state have seen rent increases as little as $6 per month over 10 years, allowing for residents to invest in park infrastructure and improvements to public spaces.
The bill was heard in the Senate Housing and Homelessness Prevention Committee last year. Following the press conference, it will receive a hearing in the Commerce and Consumer Protection Committee, at 12:30 PM in Capitol Room G-15
