September 14th 6:04 p.m. Officers responded to the 900 block of Bahls Dr. for a found bike. Officers recovered the bike and logged into the HPD as lost property.
7:05 p.m. Officers conducted a traffic stop near Vermillion and 23rd St. Joshua Steven Hold, 32, of Hastings was cited for Driving After Revocation.
7:22 p.m. Officers responded to a harassing communication report in the 2400 block of Yellowstone Dr. After investigation, Ryan George Washburn, 36, of Hastings, was arrested for second degree assault.
7:46 p.m. Officers met with a citizen who turned in some property that was found in the area of S. Frontage Rd. and Tierney Dr. The owner of the item is unknown at this time.
10:11 p.m. Officers responded to the 1300 block of S. Frontage Rd. for a weapons call involving a male with a gun threatening to shoot people. Devin Joseph Miller, 20, of Hastings, was located in a vehicle a short time later and arrested for threat of violence and second-degree assault.
10:51 p.m. Officers conducted a felony traffic stop on a suspect vehicle for another case on the 300 block of 18th Street E. After investigation, Devon Joseph Miller, 20 of Hastings, was arrested for misdemeanor DWI.
September 15th 6:31 a.m. Dakota County Sheriff’s deputies were dispatched to the 19000 block of Pine Ridge Road. Hastings police officers responded and assisted.
2:13 p.m. An officer conducted a traffic stop for multiple driving violations just north of the HWY 61 bridge. After investigating, a juvenal male was cited for speed and careless driving.
3:51 p.m. Officers responded to HWY 61, just south of the intersection of HWY 10 on a multiple vehicle collision. Hastings police officers responded and assisted with traffic control as state patrol troopers investigated the collision.
10:06 p.m. Officers conducted a traffic stop near Redwing Boulevard and 33rd Street. William Louis Miller, age 41 of Hastings, was arrested for Gross Misdemeanor, no insurance, and driving after revocation. Amy Jo Bishop, age 41 of Ellsworth WI, was arrested for fifth degree possession of hypodermic needles.
September 16th 12:00 a.m. Officers received a stolen vehicle report on the 500 block of 31st Street. Under investigation.
2:13 a.m. Officers initiated a traffic stop on a vehicle on Vermillion Street near Fourth Street East. The driver, Anoulack Noradeth 40 of Saint Paul, was taken into custody for a Washington County warrant. The driver was cited for driving after revocation. The passenger, Sara Ellis 43 of Maplewood, was taken into custody for fifth degree possession of drugs and possession of drug paraphernalia.
10:42 a.m. Officers were dispatched to speak with an individual regarding a theft from motor vehicle. The suspect was later located and Andrew Philip Ciesluk, 23 years with no permanent address, was arrested and booked at Dakota County Jail for multiple charges.
5:19 p.m. Officers were dispatched to the 200 block of Fourth Street for the report of a theft. Upon arrival, officers located the victim who informed officers a male entered their apartment without consent and stole two pairs of designer shoes which totaled approximately $1600. The male then threatened them. Officers have a suspect and the case is under investigation.
7:09 p.m. Officers took an identity theft report. Officers investigated the case and provided resources. The case is inactive.
10:40 p.m. Officers responded to a parking lot on the 500 block of Westview Drive for a vehicle crash. After investigation Frager Donnell Hunter, 50 of Hastings, was cited for driving after suspension and no proof of insurance.
9:44 p.m. Officers responded to the 500 block of 31st Street West for a found dog. The dog was transported to River Bluff Humane Society. September 17th 2:41 a.m. Officers initiated a traffic stop on a vehicle at Vermillion Street and 9th Street East. The driver, Douglas Richard 35 of South St. Paul, was cited for driving after cancellation, no proof of insurance, and failure to display a license plate.
10:19 a.m. Officers responded to the 1400 block of the South Frontage Road regarding an abandoned bicycle. The bicycle was taken into custody and placed into evidence for safekeeping.
11:20 a.m. Officers were informed of a found bike that was dropped off at the police department. The bike was later entered into evidence for safekeeping.
7:27 p.m. Officers responded to assist another agency in the 500 block of 11th Street West. Zachary Brian Olson, age 23 of Welch, was arrested for an active Kops alert out of Dakota County.
9:51 p.m. Officers conducted a traffic stop in the 600 block of 10th Street East. After investigation, Crystal Lynn McBain, age 38 of Saint Paul, was cited for driving after revocation.
10:34 p.m. Officers responded to the 100 block of 23rd Street West for a disturbance. There was not enough evidence that a crime was committed, this case is inactive.
September 18th 8:00 a.m. Officer responded to Millard Ave for a damage to property report.
5:17 p.m. Officer took a fraud report from the 500 block of Westview Drive.
5:51 p.m. Officers were dispatched to 26th Street East in regards to a burglary. A unknown person stole $95 worth of items and caused $100 worth of damage.
6:49 p.m. Officers responded to the 200 block of 33rd Street West for a warrant call. Eineke, Andrew Ryan (33) of Cottage Grove was arrested for multiple warrants but then released due to extenuating circumstances.
9:20 p.m. Officers responded 2510 Old Bridge Lane for a fight. There are no known suspects.
September 19th 1:48 a.m. Hastings Police addressed an ordinance violation in the 500 block of Kendall Drive. Justin Bowder, age 43 of Hastings, was issued a citation for the violation.
4:46 a.m. Hastings officers assisted Dakota County deputies with a traffic stop near the intersection of CR 47 and Vermillion Street.
7:59 a.m. Officer took a theft report from the 1200 block of 3rd Street East.
3:06 p.m. Officers responded to the 400 block of 4th Street East on a report of a possible overdose. One male was located partially responsive and transported to the hospital.
3:28 p.m. Citizen online report of fraud.
7:21 p.m. Officers located a property damage collision near the intersection of 23rd Street West and Vermillion Street. Damaged in the collision was a MNDOT street sign. There are no suspects.
9:53 p.m. Officers initiated a traffic stop near the 3100 block of CR 54. The driver fled and was later located and identified as Mc-Namara, Scot Alan, 60 of Cottage Grove. Scot was arrested for fleeing in a motor vehicle and several other traffic related offenses.
September 20th 12:29 a.m. Officers responded to the intersection of Red Wing BLVD and Michael Ave to assist the Dakota County Sheriff’s Office to investigate a traffic stop.
9:18 a.m. Officer towed a boat and trailer from a city owned parking lot which was in violation of parking ordinance.
10:36 a.m. Hastings officers attempted a traffic stop in the 300 block of Vermillion Street which resulted in a pursuit which was terminated.
10:48 a.m. Officers responded to the 100 block of Bahls Dr to check the welfare of a juvenile. Officers made contact and spoke with the juvenile and parent. The juvenile left in the care of their parent.
10:52 a.m. Officer took a theft of a motorcycle report from the 400 block of Vermillion Street.
11:01 a.m. Officers responded to a report of a possible theft from a trailer in the 100 block of 5th Street West. After investigation James Buttler, 29, of White Bear Lake, was issued a citation for tampering with a motor vehicle.
8:42 p.m. Officers received a past action theft report of a political sign. Approximately $5 in value was taken. There are no suspects.

Street. September 25th 3:45 p.m. Officers responded to the 300 block of 2nd St. on a minor traffic accident. Drivers exchanged information.
