September 21 6:29 a.m. Officers started a death investigation 9:00 a.m. The Hastings Police Department received a letter documenting suspicious circumstances at an unknown location.
11:46 a.m. Officer took a report of a theft of a political sign in the 1900 block of Oak Street. There are no suspect.
2:15 p.m. Officers responded to the 500 block of McNamara street on a report of a male with a warrant. Carlton Rythell Oneal, 38 of Hastings was arrested for an active warrant.
4:21 p.m. Officer took a delayed disorderly conduct report from Levee Park 6:05 p.m. Officers were dispatched to the 1000 block of Lyn Way regarding fraud. An individual was scammed $890 September 22nd 12:05 a.m. Officers responded to a medical near Meggan Ct 9:25 a.m. Officers were dispatched to the 1000 block of Vermillion St Regarding a welfare check. After further investigation, Taja Crevonda Johnson Joyner, 27 of Maplewood, was arrested and booked at Dakota County Jail on an outstanding gross misdemeanor, Dakota County Warrant and cited for misdemeanor driving after revocation 2:23 p.m. Officers took a suspicion report in the 1800 block of Ashland St.
4:37 p.m. Officers investigated a fraud related incident. An unknown subject obtained about $30 in property.
4:55 p.m. Officers were dispatched to a two-vehicle accident that occurred on Vermillion St. near 25th St.
6:44 p.m. Officers responded to the 100 block of 24th St. W for a welfare check. This matter is under investigation.
September 23rd 6:55 a.m. Officers responded to the 3000 block of Lightbourn Ct. on a theft from a construction trailer report. The incident is under investigation.
9:38 a.m. Officers responded to the 1200 block of Southview Dr. regarding a past action theft. An unknown subject stole about $10.00 in property.
10:48 a.m. Officers responded to the 1500 block of Bailey St. regarding a welfare check. Incident is under investigation 1:09 p.m. Officers were dispatched to the 1800 block of Market Blvd regarding two suspicious vehicles. After investigation, a juvenile was issued a citation for being in possession of a small amount of marijuana and possession of an electronic nicotine delivery device.
2:26 p.m. Officers were dispatched to the 100 block of State St. regarding a trespass complaint. After investigating, Timothy Mark Andrews, 43 of Eagan, was cited for misdemeanor trespassing – returning to a property and released from the scene.
9:01 p.m. Officers received a damage to property report from the 200 block of 8th St. E. involving water being placed into brake lines. The matter is under investigation.
11:15 p.m. Officers responded to the 200 block of Sibley St. for a suspicion. John Donald Hewitt, 38 of Hastings, was arrested for an outstanding felony warrant.
September 24th 1:20 a.m. Officers responded to the 2100 block of Vermillion St. for an assault report. Incident is under investigation.
8:04 a.m. Officers were assigned a parking detail in the 100 block of 4th St. regarding parking hour violations. Six vehicles were found in violation and cited for a City Ordinance Violation.
8:22 a.m. Officers located a vehicle that appeared like it had been parked more than 24 hours and had expired registration. Officers tagged the vehicle and checked the vehicle 24 hours later. The vehicle was found to have been parked more than 24 hours and the registered owner, Tyler Nicholas Kavitz, 18 of Hastings, was issued a citation for the city ordinance violation. 8:25 a.m. Officers took a credit card fraud report in the 800 block of Bailey St. The incident is under investigation.
2:22 p.m. An officer completed a 2-hour parking detail on the 100 block of 4th St. E. Jimmy Sullivan, 66 of Hastings was issued a citation for the violation.
2:38 p.m. An officer took a check forgery report on the 3000 block of 4th St. E. This case is currently under investigation.
2:55 p.m. Officers were dispatched to the 1500 block of Vermillion St. regarding a disturbance. After investigating, it was determined fraudulent activity was occurring on an account. Incident is under investigation.
5:13 p.m. Officers responded to the 100 block of Sandpiper Cir for a medical.
7:28 p.m. Officers received a theft report in the 1300 block of 4th St. W. There is no known suspect at this time.
8:39 p.m. Officers responded to a disturbance in the 1200 block of North Frontage Rd. After investigation, Joseph Matthew Scott, 33 of Waterville, was cited for disorderly conduct.
10:51 p.m. Officers assisted a motorist that was stopped on the shoulder of the 600 block of 10th St. E. Officers learned the driver of the vehicle had a cancelled driver’s license. See Hang, 28 of St. Paul, was cited for driving after cancellation.
11:26 p.m. Officers were dispatched to a suspicious vehicle near Vermillion Falls Park. The owner of the van, Cassidy James, Schramm, 21 of California, was arrested for felony fifth degree drug possession, possession of marijuana and drug paraphernalia.
September 25th 12:08 a.m. Officers conducted a traffic stop at 10th St. E. and Progress Dr. After investigating, Peter John Wise, 40 of Spring Lake Park, was cited for driving after suspension and having no proof of insurance.
3:15 a.m. Officers initiated a traffic stop on a vehicle at 12th St. W. and Eddy St. The driver, Richard Stoa, 44 of White Earth, was cited for driving after revocation and no proof of insurance.
6:01 a.m. Officers were dispatched to the 400 block of Pleasant Dr. regarding a hit and run accident. The victim’s vehicle was struck by an unknown vehicle.
1:54 p.m. Officers took a damage to a vehicle report in the 500 block of 17th St. There are no suspects at this time.
2:06 p.m. Citizen online report of theft received.
3:23 p.m. Officers were called to the 1000 block of Maple St. for a found property call. A cell phone was found.
3:42 p.m. Officers responded to the 300 block of 2nd St. E. on a minor traffic accident. Drivers exchanged information.
4:42 p.m. Officers were dispatched to the 800 block of South Park Drive regarding a welfare check.
9:35 p.m. Officers conducted a traffic stop near the intersection of Vermillion St and 10th St E. After investigating, Kenneth James Guillette, 41 of Saint Paul, was cited for an open container violation.
September 26th 12:31 a.m. Officers conducted a traffic stop near the intersection of Highway 61 and Spiral View Loop. After investigation, Britney Jallesa McClain, 31 of St. Paul, was cited for driving after revocation.
2:29 a.m. Officers initiated a traffic stop on a vehicle at 23rd St. W. and Cannon St. The driver, Kyle Magyar, 36 of Cottage Grove, was cited for driving after revocation and no proof of insurance.
2:39 a.m. Officers conducted a traffic stop near Shannon Dr. and 31st St. E. Samantha Joan Callahan, 30 of Hastings, was found to be impaired and arrested for DWI.
3:09 a.m. Officers initiated a traffic stop on a vehicle at Highway 55 and North Frontage Rd. During the course of the stop, officers determined the driver was impaired. Justus Naumann, 33 of Hastings was arrested for DWI 7:06 a.m. Officers responded to the 200 block of 7th St. E. on a parking complaint. Officers located the vehicle, marked, and returned 24 hours later. The registered owner was cited for city ordinance violation regarding parking. 11:29 a.m. Officers were dispatched to the 1600 block of Ramsey St. on a report of a Male trying to enter a home. Upon arrival, officers met with the male who was the brother of the homeowner. No charges were pressed at the resident’s request, but the male was asked to leave.
11:52 a.m. Officers An officer stopped a vehicle for speed on the 500 block of 2nd St. W. Nicholas Esparza, 42 of Mound, was issued a citation for driving on a restricted license without an ignition interlock device. A licensed driver was found and allowed to drive the vehicle from the scene.
2:50 p.m. Officers were notified of found property in the 200 block of Vermillion St. Officers are attempting to return the property.
5:52 p.m. Officers responded to the 1100 block of Vermillion for a missing person. After investigations, officers located the missing person.
September 27th 1:54 a.m. Officers responded to the 2100 block of Vermillion St. for a fight. This matter is under investigation.
3:50 a.m. Officers located a property damage collision in the 1200 block of North Frontage Rd. After investigations, no crime was committed.
9:09 a.m. Officers were dispatched to check the welfare of a vehicle stopped in the middle of the road with the driver seemingly passed out. Officers made contact with the driver where it was ultimately determined he had fallen asleep driving. No indicators of impairment were observed. A driving evaluation form was completed and will be sent to DVS for review.
4:46 p.m. Officer took a lost property report.
8:02 p.m. Officers arrested Paul Lee Swanson, 53 of Hastings, in the 300 block of 2nd St. E. for Gross Misdemeanor and Misdemeanor Dakota County Warrants.
Accident Report
September 25th 3:44 p.m. Officers responded to the 300 block of 2nd St E. on a minor traffic accident. Drivers exchanged information. September 27th 3:50 a.m. Officers located a property damage collision on the 1200 block of North Frontage Rd. After Investigations, no crime was committed.
September 28th 7:51 p.m. Officers were dispatched to Highway 55 and Pine St. on a two-vehicle crash. Christopher Peter Biessener, 49 of Hastings, was cited for impeding traffic.
October 1st 9:12 p.m. Officers responded to the 3400 block of Vermillion St. for a hit and run and run accident report. At this time there are no suspects in the case. The case is under investigation
