September 28th

5:44 p.m. An officer took an animal call near the 500 block of 7th Street E. The incident is under investigation.

7:38 p.m. Officers responded to an animal complaint in the 1900 block of 16th Street West.

7:51 p.m. Officers were dispatched to Highway 55 and Pine Street on a two-vehicle crash. Christopher Peter Biessener, 49 of Hastings, was issued a citation for impeding traffic.

10:00 p.m. Officers located a male with a known warrant driving near the 1300 block of 3rd Street East. Horning, Bryce Thomas, 26 of Hastings, was arrested for a warrant and cited for driving after revocation and failure to carry proof of insurance.

10:50 p.m. Officers were dispatched to the 2100 block of Vermillion Street for a glass break alarm. After investigations, officers arrested Joshua James Duren, 30 of Hastings, for two counts of felony first degree damage to property.

September 29th

3:34 a.m. Officers were dispatched to the 1900 block of Sierra Drive for a disturbance. After investigations, officers arrested Katie Ann Lucking, 40 of Hastings, for felony first degree burglary and misdemeanor theft. 9:00 a.m. Hastings officers responded to the 200 block of 4th Street E. on suspicious circumstances.

9:18 a.m. Officers were sent to the 400 block of 15th Street for a stolen vehicle report. Officers investigated and recommend a prosecutor review for charging consideration.

9:50 a.m. Hastings officers responded to the area of Vermillion Street and 36th Street W. on a report of a disturbance.

11:54 a.m. Officer took a damage to property report from the 800 block of South Park Drive.

7:50 p.m. Officers responded to the intersection of Red Wing Boulevard and Tuttle Drive to assist State Patrol for a vehicle vs pedestrian accident.

September 30th 4:19 a.m. Officers conducted a traffic stop near the intersection of General Sieben Drive and South Frontage Road. After investigations, Danielle Max Hoxworth, 28 of Hastings, was issued a citation for misdemeanor expired registration.

10:16 a.m. Officers received a report of a theft that occurred in the 600 block of 19th Street West. Approximately $300 dollars was stolen. Incident is under investigation.

11:56 a.m. Officers responded to an ordinance complaint in the 500 block of Tyler Street. Carrie Jean Denzer, 48 years, from Hastings was issued a citation for storing an inoperable vehicle in yard.

4:21 p.m. Hastings officer conducted a traffic stop near the 7500 block of Concord Boulevard in Inver Grove Heights. The investigation did not result in any citations or arrests.

6:52 p.m. A Hastings officer conducted a traffic stop near the intersection of Concord and HWY 52. Gekeler, Andrew Harlan, 41 of Farmington, was arrested for tax evasion and failure to transfer vehicle title.

October 1st

3:26 a.m. Officers initiated a traffic stop on a vehicle at Highway 55 and Westview Drive. The driver of the vehicle, Melissa Shepard- Jones 40 of Hastings, was taken into custody for 5th degree possession of a controlled substance, driving after suspension, and no proof of insurance.

7:58 a.m. Officers were dispatched to 400 Spiral Boulevard regarding a past action theft. An unknown person or persons entered a storage unit and removed items without permission.

10:34 a.m. Officers were dispatched to the 2200 block of Forest Street regarding a stolen political sign. An unknown person or persons took a “Biden/Harris” sign from the front lawn.

10:55 a.m. Officers received information regarding suspicious circumstances on the 200 block of 4th Street East. The case is under investigation.

1:15 p.m. Officer took a report of illegal dumping that is reportedly occurring in the 1400 block of 4th Street W. The incident is under investigation.

1:35 p.m. Officers took a theft of boat report in the 1000 block of 3rd St E. Theft occurred sometime in the last few days. No suspects.

3:19 p.m. Citizen online report of vandalism.

5:15 p.m. Officers responded to a parking complaint near the intersection of 14th Street West and Blueberry Lane. After investigation, Katie Ann Lucking, age 40 of Hastings, was cited for Hastings Ordinance parking on a city street for more than 24 hours.

5:45 p.m. Officers received a fraud report in the 600 block of 13th Street West. The incident is under investigation.

6:29 p.m. Officers conducted a warrant check in the 3400 block of Leroy Avenue. Timothy Patrick McCoy, age 38 of Hastings, was arrested for numerous outstanding warrants.

7:48 p.m. Officers responded to a found dog at 1915 Ashland Street. The dog was transported to the Goodhue County Humane Society.

9:12 p.m. Officers responded to 3400 block of Vermillion Street for a hit and run accident report. At this time there are no suspects in this case. The case is under investigation.

10:48 p.m. Officers conducted a traffic stop in the 1400 block of Vermillion Street. One adult female is to be charged via formal complaint for gross misdemeanor no insurance and driving after revocation. The passenger of the vehicle was identified as Jakob Jon Kowalk, age 26 of Hastings, and was arrested for an active felony warrant.

11:58 p.m. Officers responded to a disturbance in the 1500 block of Vermillion Street. The incident is under investigation.

October 2nd

2:39 a.m. Officers conducted a traffic stop near the intersection of Vermillion Street and 3rd Street East. After investigation, Prince Gunther Kruah, 23 of Brooklyn Park, was cited for driving after revocation and no proof of insurance.

9:12 a.m. Officers were dispatched to the 1200 block of Southview Drive. An unknown person or persons stolen three political signs.

9:53 a.m. Officers investigated a past action theft from the 300 block of 13th St. W. An unknown subject took about $40 in goods.

10:01 a.m. Officers received an anonymous report of an unknown male driver who pointed a pistol at another driver. The incident is under investigation.

12:44 p.m. Officer responded to a two-vehicle crash on Vermillion Rd and Village Trail. A Dakota County Electric Vehicle had been struck by another car. It was reported that there were injuries but no on was hurt.

2:29 p.m. Officers were called to the 3500 block of Vermillion St for a harassment report. Information only.

2:54 p.m. Officers were dispatched to a two-vehicle accident at the intersection of Dakota Summit Drive and North Frontage Road that involved a vehicle that had rolled-over.

7:26 p.m. Officers responded to 1300 block of Ramsey Street for a theft report. There are suspects in this case. The case is under investigation.

10:18 p.m. Officers initiated a traffic stop on a vehicle at Vermillion Street and 23rd Street W. The driver, Cody Penrose 29 of Hastings was taken into custody for two warrants. Cody was also cited for driving after cancellation.

10:49 p.m. Officers conducted a traffic stop near Pine Street and 16th Street. David Allenbert Bock, age 69 of Hastings, was arrested for driving after cancellation ips.

10:53 p.m. Officers responded to Goodwin and Highway 55 to assist Rosemount Police in a traffic stop.

October 3rd

1:39 a.m. Officers conducted a traffic stop near the intersection of 18th Street East and Tyler Street. After investigation, Jovan Dale Canon, age 38 of Saint Paul, was cited for driving after revocation and no proof of insurance.

2:12 a.m. Officers conducted a traffic stop in the 2100 block of Spring Street. Mohammed Said Osman, age 26 of Hastings, was found to be impaired ad was arrested for DWI.

3:44 a.m. Officers conducted a traffic stop in the 1400 block of Vermillion Street. After investigation, Bruce Edward Frye, age 67 of Saint Paul, was cited for driving after suspension.

3:49 a.m. Officers took a financial transaction card fraud report at the 200 block of 4th Street E. There is a suspect at this time. The case is under investigation.

1:54 p.m. Officers were called to the 200 block of 4th St W for a parking complaint. A Mercedes w/ no plates was tagged and towed. Citation.

5:04 p.m. Officers completed a traffic stop of a motorist on a gas powered mini scooter. The woman was found not to possess a valid license and was given a warning. She was allowed to push the scooter back to her residence. An informational report was created to document the event.

6:29 p.m. Officers conducted a warrant check in the 300 block of 2nd Street East. After investigation, Jason Michael Brill, age 48 of Hastings, was arrested for his active warrants.

11:04 p.m. Officers conducted a traffic stop near the intersection of Highway 61 and Spiral View Loop. After investigation, Ricardo Garza Jr, age 25 of Saint Paul, was cited for driving revocation and no proof of insurance.

11:45 p.m. Officers conducted a traffic stop near Cannon Street and 33rd Street. Ryan Lawrence Sharon, age 36 of Hastings, was arrested for driving after cancellation ips.

October 4th

1:56 a.m. Officers conducted a traffic stop near the intersection of Vermillion Street and 18th Street East. After investigation, Bryan Michael Penrose, age 35 of Hastings, was cited for driving after revocation.

2:12 a.m. I, Officer Haedt, observed a light pole down in the area of Vermillion Street and 16th Street. I observed a vehicle parked in the Kwik Trip parking lot with moderate damage to the vehicle.

12:05 p.m. Officers responded to a medical and found the patient had passed away.

1:05 p.m. Hastings officers were dispatched to the 1700 block of Frontage Rd N. on a theft which had just occurred. The suspect was located nearby. Megan Elizabeth Schultz, 34, Mankato MN, was cited for misdemeanor theft.

ACCIDENT REPORTS October 1st 9:12 p.m. Officers responded to the 3400 block of Vermillion St. for a hit and run accident. At this time there are no suspects in this case and the case is under investigation October 2nd

2:56 p.m. Officer responded to a two-vehicle crash on Vermillion Rd and Village Trail. A Dakota County Electric Vehicle had been struck by another car. It was reported that there were injuries, but no one was hurt.

October 4th

2:12 a.m. I, Officer Haedt, observed a light pole down in the area of Vermillion St. and 16th St. I observed a vehicle parked in the Kwik Trip parking lot with moderate damage to the vehicle October 8th

8:20 p.m. Hastings Officers responded to a two-vehicle accident. No injuries reported and no citation issued.

October 9th

10:07 a.m. Officers responded to the 200 block of General Sieben Dr. regarding a report of a hit and run that occurred on 10/07/2020. There are no suspects at this time.
