August 15
•Officers responded to the 3500 block of Cannon St. on a motor vehicle theft at 7:33 a.m.
•A theft report was taken at 8:00 p.m. from the 500 block of 18th St. E.
•Suspicious circumstances were investigated in the 900 block of 5th St. at 11:07 p.m. Upon investigating the case, there was insufficient evidence to establish probable cause a crime was committed. The case was documented.
August 16
•An overdose was reported in the 2300 block of Cannon St. at 12:05 p.m.
•A traffic stop was initiated at 6:35 p.m. near the intersection of Cannon St. and 31st St. During the course of the investigation, Stephen Palmer, 63 of Hastings was taken into custody for a misdemeanor Dakota County warrant.
August 17
•A possible harassment case was documented that was mediated in the 3100 block of Village Trail at 11:02 a.m. The incident occurred via phone and in Cottage Grove, but the reporting party is a resident of Hastings. No criminal elements at this time.
•An officer assisted another agency in the 1600 block of Meadow View Trail at 1:53 p.m.
•Officers responded to the 1700 block of N. Frontage Rd. at 2:25 p.m. on a report of an assault in progress. Upon arrival, it was determined the juvenile suspect was to be cited and released for 5th Degree Assault. Parents were notified.
•Officers responded to a disturbance on Radford Rd. at 3:11 p.m. After investigating, Edward L. Mears, 30 of Hastings was arrested for a misdemeanor contempt of court violation. He was booked at the Dakota County Jail.
•At 3:17 p.m., an officer was dispatched to the 2900 block of 4th St. E. in order to check on an abandoned boat and trailer that was ultimately determined to have been stolen from a rural residence in Dakota County earlier that day. A Dakota County Sheriff’s Deputy arrived on scene and took over the investigation.
•At 7:32 p.m., officers received an after the fact report of identity theft in the 1800 block of 13th St. W. An unknown suspect opened a credit card under the victim’s name. There was no financial loss. No suspect information.
•A theft report was received at 8:06 p.m. in the 500 block of 3rd St. W. The incident is under investigation.
August 18
•A vehicle vs. bicyclist crash was reported in the 200 block of 33rd St. W.
•At around 3:10 p.m., officers attempted warrant service in the 2100 block of Highland Dr. Jackie N. Barchenger, 43 of Hastings was arrested for an active Dakota County warrant.
•Officers responded to the 100 block of Tyler St. at 8:10 p.m. for a past-action theft of a catalytic converter. There was no suspect at the time.
August 19
•Officers responded to a past-action damage to property incident in the 1200 block of 13th St. W. An unknown person caused about $1,000 in damage.
•At 1:58 p.m., officers were dispatched to Eddy St. and 2nd St. for an accident involving downed power lines. No injuries were reported, and no citations were issued.
August 20
•Officers responded to the 1600 block of Vermillion St. at 11:12 a.m. on a report of a vehicle refusing to leave a parking lot. The driver did not have gas, so he was assisted in getting gas and left the area.
•Officers took a report of a vehicle sustaining a scratch on the passenger door sometime within the previous 24 hours at 12:52 p.m. in the 200 block of 4th St. E.
•Officers responded to a driving conduct vehicle in the area of Eddy St. and 3rd St. Upon arrival, the driver was found to be driving while canceled – IPS. Nicholas D. Anderson, 39 of Hastings was booked and released in jail.
•A traffic stop was conducted at 8:32 p.m. in the 200 block of 3rd St. W. Angel M. Rivera Santiago, 28 of Hastings was cited for exhibition driving.
•At 10:45 p.m., officers conducted a traffic stop at 12th St. and Eddy St. for a driving violation. After investigation, Jerrod R. Dohmen, 46 of Hastings was arrested for two counts of Felony 5th Degree Possession of Drugs and driving after revocation.
August 21
•Officers were dispatched to the 1400 block of Vermillion St. regarding a fraud report at 2:33 p.m. There was no financial loss and a suspect was not identified.
•A harassment report was taken over the phone from the 800 block of 7th St. W. at 7:49 p.m.
•At 9:27 p.m., an officer conducted a traffic stop near the 900 block of Vermillion St.
•A traffic stop was conducted on a bicycle in the 1600 block of Vermillion St. The bicycle fled from officers and was not located. After investigation, it was determined the driver was Mitchell E. Richmond, 27 of Hastings. The report was sent to the city attorney’s office for charging for misdemeanor fleeing from a peace officer.
Accidents
August 18
•Officers responded to the intersection of Red Wing Blvd. and 33rd St. regarding a vehicle vs. bicyclist crash at 6:42 a.m.
August 19
•Officers were dispatched at 2:00 p.m. to the intersection of Eddy St. and 2nd St. for an accident involving downed power lines. No injuries were reported, and no citations issued.
August 23
•At 4:54 p.m., officers responded to the 3100 block of Red Wing Blvd. at 4:54 p.m. No injuries were reported.
August 24
•An officer responded to the 1300 block of Westview Dr. at 5:53 p.m. for a hit-and-run accident. The case is under investigation.
August 25
•A two-vehicle accident was reported at the intersection of 21st St. and Vermillion St. at 11:34 a.m.
August 26
•Officers responded to a two-vehicle accident near the intersection of 10th St. and Vermillion St. at 12:57 p.m.
August 28
•Officers responded to the 1600 block of Lake Way for a car vs. garage door accident. After investigation, Michael Lucky Luciano, 30 of Cottage Grove was cited for having no proof of insurance.
