The following complaints were filed in Dakota County Circuit Court:
Gary M. Cunningham, 71, Red Wing, was charged Feb. 2, 2023, with two counts of gross misdemeanor third degree driving while impaired under influence of alcohol over 0.08 within two hours. On Jan, 27, 2023, a deputy on patrol in Ravenna Township initiated a traffic stop based on observations of weaving and high beam activation while following closely behind another vehicle. The driver, Cunningham, admitted to drinking “several beers” at dinner, was unsteady and swayed as he walked, and had red, watery and bloodshot eyes. Cunningham submitted to a preliminary breath test with a result of 0.117. He was taken to the Dakota County Jail where he submitted to the Data-Master breath test, which provided the result of 0.14 BAC. Cunningham’s driver’s license was revoked in 2021 in relation to a driving while impaired offense. A court summons was issued.
Orrin James Horning, 38, Stillwater, was charged Feb. 2, 2023, with felony controlled substance crime in the fifth degree possession. On Oct. 29, a deputy was on patrol in the Township of Marshan. The deputy noticed an unoccupied motor vehicle parked in the Hastings Sand Coulee Scientific and Natural Area. About 20 minutes later, the deputy saw the vehicle’s occupants enter the vehicle and leave the parking lot. The deputy performed a traffic stop on Highway 316, near Michael Avenue, because the vehicle was in the park after hours. The passenger, Horning, had a marijuana pipe in his hands. A search of the vehicle found a wallet belonging to Horning, which contained a baggie that later tested positive for methamphetamine. A court summons was issued.
Shawn Michael O’Donnell, 42, Hampton, was charged Feb. 3, 2023, with felony harassment repeated calls or messages, substantial emotional distress to another person, two or more prior domestic violence related convictions within 10 years. On Oct, 6, 2022, deputies responded to a disturbance in an apartment complex in the Township of Hampton. Later that morning, around 6 a.m., deputies were again dispatched to the same address in Hampton. At that time, O’Donnell, was found trying to kick down the reporting parties’ apartment door. When deputies talked with the reporting parties, they stated that O’Donnell had been yelling belligerently, pounding and kicking at their door, and texted 56 messages and called 10 times trying to instigate a fight with one of the reporting parties. Review of the messages corroborated their statement. O’Donnell has a prior fifth degree assault conviction from 2021, and a threats of violence conviction from 2016. A court summons was issued.
Owen Shawnpatrick Quinn, 21, Forest Lake, was charged Feb. 3, 2023, with felony criminal damage to property in the first degree value reduced by more than $1,000. On Dec. 8, 2022, a report of vandalism to a motor vehicle was received in Hastings. The vehicle had been egged and spray painted with the word “whore.” The owner of the vehicle disclosed that the day before the incident, he had some issues with a person, Quinn, who said they wanted to fight him. Police reviewed screenshots of messages between the victim and Quinn, where Quinn admitted that he egged the car. The estimated cost of repairing the damage was over $1,000. A court summons was issued.
Travis Sam Thompson, 42, New Richmond, Wis., was charged Feb, 2, 2023, with felony controlled substance crime in the fifth degree possession. On Oct, 12, 2022, a deputy performed a traffic stop near the intersection of 200th Street East and Ravenna Trail in Ravenna Township. The vehicle was missing a rear license plate. On the passenger seat next to the driver, Thompson, was a glass bubble pipe and a baggie with substance that later tested positive for methamphetamine that weighed 7.34 grams. While searching Thompson’s person and the vehicle, a baggie containing a substance was located and another bubble pipe was found in a backpack. A court summons was issued.
