Hastings Campus Carpet Replacement Project
Notice is hereby given that Dakota County will receive single prime sealed bids for the “Hastings Campus Carpet Replacement Project” project until 1:00 PM local time on Feb 12, 2026, at the office of Facilities Management (Suite #2500), Administration Center, 1590 Highway 55, Hastings, MN, 55033, at which time bids will be publicly opened and read aloud.
A Pre-bid meeting will be held at 9:00 AM on Jan 27, 2026, at the Administration Center in Hastings, MN. Representatives of the Owner and Design Consultant will be present. The site address is 1590 Highway 55, Hastings, MN, 55033. The meeting is not mandatory, but is the opportunity to see the current conditions and may aid in bidder’s understanding of the project.
Bidding documents including the bid form, drawings and specifications can be obtained from Quest CDN (quest number: 10017187) and will be available on or after Jan 15, 2026. This project is part of Dakota County’s carpet replacement program, which resumed in 2025 following a three-year hiatus from 2022 to 2024. As part of the program’s reintroduction, this phase will address flooring updates at two key facilities: approximately 2,500 square yards of carpet at the Judicial Center and roughly 900 square yards at the Administration Center, along with a small quantity of luxury vinyl tile (LVT) in select locations. The project areas include a mix of open office spaces, conference rooms, and individual offices that have experienced significant wear since the last replacement cycle. The overall intent of the project is to replace aging carpet with durable, modern finishes that improve the appearance, comfort, and maintainability of these facilities while supporting the County’s long-term facilities management strategy.
Prevailing wages are required on this project.
Bids must be submitted only on the bid form supplied in this RFB document. No oral, telegraphic or telephonic bids or modifications will be considered. Submit with each bid a certified check or acceptable bidder’s bond payable to Dakota County in an amount equal to five percent (5%) of the total base bid. The successful bidder is required to furnish satisfactory Labor and Material Payment Bond and Performance Bond equal to 100% of the total contract amount.
Bids may not be withdrawn within ninety (90) days after the opening bids. The estimated construction cost is approximately $150,000 for base bid and alternate 1.
