Western Service Center Chiller Replacement Project

Notice is hereby given that Dakota County will receive single prime sealed bids for the “Dakota County Western Service Center Chiller Replacement” project until 2:00 p.m. local time on Thursday, March 13, 2025 at the office of Facilities Management (Suite #2500), Administration Center, 1590 Highway 55, Hastings, MN, 55033, at which time bids will be publicly opened and read aloud.

A Pre-bid meeting will be held at 9:00 a.m. on Thursday, February 27, 2025 at the Western Service Center’s main (public) entry in Apple Valley, MN. Representatives of the Owner and Design Consultant will be present. The site address is 14955 Galaxie Ave, Apple Valley, MN 55124. The meeting is not mandatory, but is the opportunity to see the current conditions and may aid in bidder’s understanding of the project.

Bidding documents including the bid form, drawings and specifications can be obtained from Franz Reprographics and will be available on or after February 20, 2025. You may view and order bid documents by going to the Franz Reprographics web site at www.franzrepro.com , and selecting the Franz Public Plan Room. This project will replace a 400-ton water cooled chiller and cooling tower with a modern air-cooled chiller. The current chiller has cooled the entire Western Service Center since the building was originally constructed in 1991. This chiller is nearing the end of its usable life and replacement parts are becoming increasingly difficult to obtain. This project will remove the current chiller from the basement and the cooling tower from its enclosure on the west side of the property. The cooling tower enclosure will be expanded and reused to enclose the new air-cooled chiller.

Prevailing wages are required on this project.

Bids must be submitted only on the bid form supplied in this RFB document. No oral, telegraphic or telephonic bids or modifications will be considered. Submit with each bid a certified check or acceptable bidder’s bond payable to Dakota County in an amount equal to five percent (5%) of the total base bid. The successful bidder is required to furnish satisfactory Labor and Material Payment Bond and Performance Bond equal to 100% of the total contract amount.

Bids may not be withdrawn within sixty (60) days after the opening bids. It is anticipated that the Dakota County Board of Commissioners will consider award of the project on April 22, 2025 at its regular meeting, and reserves the right to accept any bid or to reject any or all bids, or parts of such bids, and waive informalities or irregularities in bidding. The estimated construction cost is $1,800,000.
