To Whom It May Concern:

Notice is hereby given that the City Council of Hastings, Minnesota will meet in the City Council Chambers of Hastings City Hall, 101 4th Street E at 7:00 PM on Monday, March 4, 2024, to consider the improvement project generally described herein. The City Council meeting may also be accessed virtually using a platform called Zoom. To access virtually on Zoom, go to the City’s website at www.hastingsmn.gov and under the Events tab, click on the March 4 City Council meeting. There you will find a link to join the Public Meeting via Zoom. The City Council will receive public comments on the proposed project scope, features, and estimated costs. Such persons who desire to be heard with reference to the proposed improvements will be heard in person or virtually at such time and place.

Public comments regarding proposed special assessments for the 2024-1, Neighborhood Infrastructure Improvements project will be received at a separate public hearing to be held on Monday, April 1, 2024. Property owners that would be impacted by proposed assessments for the project will be mailed a separate notification.

PROJECT 2024-1, NEIGHBORHOOD INFRASTRUCTURE IMPROVEMENTS

TOTAL PROJECT COSTS ESTIMATE = $4,210,000

The streets to be fully reconstructed include Highland Drive from 15th Street W to 17th Street W, Brittany Road from 15th Street to Pleasant Drive, and 17th Street West from Meadowview Court to Pleasant Drive.

The reconstruction improvements would involve complete reconstruction of the street with new base material and pavement including concrete curb and gutter replacement, sanitary sewer main replacement, replacement of the water main, replacement of sanitary sewer and water services, pedestrian ramp improvements, storm sewer extensions, repairs and replacements, and paved trail construction within Pleasant Park.

The streets to be reclaimed include Highland Drive from 17th Street West to the southern end, 21st Street West from Highland Drive to Pleasant Drive, Brooke Lane, and Brooke Court.

The reclaim improvements would involve reclamation of existing base material with new pavement including spot curb and gutter repairs, rehabilitation of water system valves, localized storm sewer extensions, repairs and replacements, and select pedestrian ramp improvements.

PROPOSED ASSESSMENT AREAS FOR THIS PROJECT:

Highland Hills First Addition Lots 1-7, Block 1, Lot 1, Block 2, Lots 1-9, Block 3, Lots 1-6 Block 4, Lots 5-9, Block 5, Lots 1-8 & 15-19, Block 6, Lots 1-13 Block 7, Lots 1-14 Block 8;

Highland Hills Second Addition Lot 1, Block 1, Lots 1-5, Block 2, Lots 1-5, Block 3, Lot 1, Block 4;

Highland Hills Third Addition Lots 1-8, Block 1, Lots 1-8, Block 2, Lots 1-6, Block 3, Lots 1-7, Block 4, Lots 1 & 2, Block 5, Lots 1 & 2 Block 6, Lot 1, Block 7;

Highland Hills Fifth Addition Lots 1-14, Block 1, Lots 1-15, Block 2;

Highland Hills Seventh Addition Lots 10-13 Block 2, Lots 1-5, Block 3;

Wallin Addition Lot 12, Block 4, Lot 1 Block 7;

The total amount of the proposed assessments for this project is $1,114,650.00. A reasonable estimate of the impact of the assessment will be available at the hearing.

Persons desiring to examine the exhibits and documents, including the assessment roll or persons having questions regarding project details may contact the Engineering Department at (651) 480-2334. The office hours are 7:00 AM to 3:00 PM Monday through Friday. Copies of said exhibits and documents may be obtained by paying the cost for such materials. The proposed assessment roll is also on file for public review at the City Clerk’s office, located at Hastings City Hall, 101 4th Street E, Hastings, MN.
