The following charges were filed in Dakota County Circuit Court last week: Jordain Douglas Manthey, 36, St. Paul was charged Oct. 11 with felony fifth degree possession of marijuana, stemming from a traffic stop on Jan. 23 at 1:24 a.m. A Dakota County Sheriff’s Office deputy was on routine patrol northbound on Hwy. 61 in Hastings when an oncoming vehicle appeared to be traveling at a high rate of speed with a headlight out. Upon pulling the vehicle over and identifying Manthey as the driver, the deputy “smelled an overwhelming odor of unsmoked marijuana emanating from the vehicle,” according to the complaint. Manthey told the deputy there was no marijuana in the vehicle. The vehicle was searched and a green leafy substance – 57.32 grams – tested positive for marijuana. Also found were THC edibles, plastic baggies and a digital scale. A court summons was issued.

Chai Yo, 21, St. Paul, was charged Oct. 5 with felony theft of between $1,000$5,000 and misdemeanor theft after an incident Dec. 20, 2021 at a Hastings store. Hastings police were dispatched to the store because a man was wearing a store apron and ha a bell to collect money by a collection box, but he was not an employee or volunteer. The man, identified as Yo, was also allegedly riding around the store in a mobility scooter from another store. The scooter was found outside a nearby restaurant. Yo said he had just been released from jail and reportedly collected $2 standing by the collection bin, which he put in his pocket. He then allegedly took a mobility scooter from another Hastings store. He told police he intended to drive the scooter to St. Paul. A court summons was issued for proceedings in the case.

Mark Anthony Siebenaler, 51, Hastings was charged Oct. 14 with a felony count of fleeing a peace officer in a motor vehicle. The complaint states that officers were dispatched to a Vermillion Township location at 3:20 a.m. on Oct. 7. A dark SUV was seen on a trail camera on the reporting person’s property. Police located the vehicle registered to Siebanaler but no one was in it. A short while later, the vehicle was seen driving past the officer, who activated his emergency lights, according to the complaint. The vehicle allegedly sped away from the officer and then swerved around another squad car. Siebanaler allegedly drove to his residence, ignoring officers’ commands and ran into his residence. The officers set up a perimeter around the residence, but Siebenaler did not comply with requests to exit the home, the complaint states. Officers left due to safety concerns. A court summons was issued in the case.

Jasmin Alexandra Stephens, 28, was charged with assaulting a Dakota County Jail corrections officer on Oct. 13 According to the complaint, Stephens allegedly punched a deputy. Surveillance footage shows Stephens rush toward the deputy swinging her arms, according to the complaint. A second correctional deputy used a taser on Stephens. Stephens allegedly told officers she “went for the gun” because she was mad at the deputy. The gun was a taser. Stephens remains in custody.
