Notice is hereby given that Dakota County will receive single prime sealed bids for the “Lebanon Hills Maintenance Facility” project until 1:00 p.m. local time on Tuesday, March 5, 2024 at the office of Facilities Management (Suite #2500), Administration Center, 1590 Highway 55, Hastings, MN, 55033, at which time bids will be publicly opened and read aloud.

A Pre-bid meeting will be held at 8:00 a.m. on February 13, 2024 at the Lebanon Hills Visitor Center in the Discovery Room. Representatives of the Owner and Design Consultant will be present. The site address is 842 Cliff Rd, Eagan, MN 55123. The meeting is not mandatory but is the opportunity to see the current conditions and may aid in bidder’s understanding of the project.

Bidding documents including the bid form, drawings and specifications can be obtained from Franz Reprographics and will be available on or after February 2, 2024. You may view and order bid documents by going to the Franz Reprographics web site at www.franzrepro.com , and selecting the Franz Public Plan Room. Please login with your email address and password or Register if this is your first time in the Plan Room. Select the project from the list of public projects. This project will construct a new maintenance facility within Lebanon Hills Regional Park. The site will be located at the corner of Cliff Road and the Visitor Center Entrance Road. The project will include but is not limited to completion of all earthwork, site circulation, and site utilities; the construction of a maintenance garage and office space; and the construction of a headhouse. The project will include demolition of the existing facility and prepping that location for restoration.

Prevailing wages are required on this project.

Bids must be submitted only on the bid form supplied in this RFB document. No oral, telegraphic or telephonic bids or modifications will be considered. Submit with each bid a certified check or acceptable bidder’s bond payable to Dakota County in an amount equal to five percent (5%) of the total base bid. The successful bidder is required to furnish satisfactory Labor and Material Payment Bond and Performance Bond equal to 100% of the total contract amount.

Bids may not be withdrawn within sixty (60) days after the opening bids. It is anticipated that the Dakota County Board of Commissioners will consider award of the project on March 26, 2024 at its regular meeting, and reserves the right to accept any bid or to reject any or all bids, or parts of such bids, and waive informalities or irregularities in bidding. The estimated construction cost is $19,000,000.

The Owner requires Substantial Completion of the project by September 1, 2025. Demolition of existing facility must be completed within 6 months of the Owner’s vacation of existing property.
