To Whom It May Concern:
Notice is hereby given that the City Council of Hastings, Minnesota will meet in the City Council Chambers of Hastings City Hall, 101 4th Street E at 7:00 PM on Monday, April 7, 2025, to consider adoption of proposed assessments to properties abutting the 2025 Neighborhood Infrastructure Improvements project. The City Council meeting may also be accessed virtually using a platform called Zoom. To access virtually on Zoom, go to the City’s website at www.hastingsmn.gov and under the Events tab, click on the April 7 City Council meeting. There you will find a link to join the Public Meeting via Zoom. Such persons who desire to be heard with reference to the proposed assessments will be heard in person or virtually at such time and place. The City Council may adopt the proposed assessments after the public hearing.
Project 2025-1, Neighborhood Infrastructure Improvements
Total Project Costs Estimate = $3,050,000
The streets to be fully reconstructed include Farm Street, Fraiser Street, 1st Street W from Farm Street to CSAH 42, and State Street from 1st Street W to 7th Street W.
The reconstruction improvements would involve complete reconstruction of the street with new base material and pavement including concrete curb and gutter replacement, pedestrian ramp improvements, storm sewer extensions, repairs and replacements, and new sidewalk construction along 1st Street W.
The streets to be reclaimed include Olive Street, 1st Place, 1st Street W from Pleasant Drive to Farm Street, and Prairie Street from 3rd Street W to Trunk Highway 55.
The reclaim improvements would involve reclamation of existing base material with new pavement including spot curb and gutter repairs, localized storm sewer extensions, repairs and replacements, and select pedestrian ramp improvements.

ADDITIONAL INFORMATION ON PROPOSED ASSESSMENTS:
These improvements are to be considered and adopted pursuant to Minnesota Statutes, Chapter 429. The project is proposed to be assessed on a per unit basis against properties abutting or tributary to said improvements. The areas as specifically described herein are subject to said assessments. The total improvement costs as of the date of this notice are estimated to be $3,050,000, and the total amount of the proposed assessments for this project is $724,462.50.
Persons desiring to examine the exhibits and documents, including the assessment roll or persons having questions regarding their assessment may visit the Public Works Building at 1225 Progress Drive, or by phone at (651) 480-2334. The office hours are 7 a.m. to 3 p.m. Monday through Friday. Copies of said exhibits and documents may be obtained by paying the cost for such materials. The proposed assessment roll is also on file for public review at the City Clerk’s office, located at Hastings City Hall, 101 4th Street E, Hastings, MN.
Written or oral objections to the assessment roll by any property owner will be considered. No appeal to District Court may be taken as to the amount of any assessment adopted pursuant to Statute unless a written objection signed by the affected property owner is filed with the City Clerk prior to the assessment hearing or presented to the presiding officer at the hearing. An owner who is not precluded by failure to object prior to or at the assessment hearing may appeal an assessment to District Court pursuant to Minnesota Statute § 429.081 by serving notice of the appeal upon the Mayor or Clerk of the municipality within 30 days after the adoption of the assessment and filing such notice with the District Court within 10 days after service upon the Mayor or Clerk.
Please note that the City Council adopted a policy authorizing the deferral of special assessments for eligible senior citizens, disabled, or military persons that is based on income. If you are a senior citizen, disabled or a member of the National Guard who has been deployed and the first year’s installment of the special assessment, either alone or together with the installments of any other special assessments due against your property totals more than one percent (1%) of your Adjusted Gross Income, then you are likely eligible for the deferment. The deferment does not forgive the assessments but delays payment, with interest, until certain events occur, such as when the property is sold. If you believe you may qualify for a deferral due to your income, an application form is available at the City Clerk’s office or online on the City’s website. The application does not need to be filed now but will need to be submitted prior to October 15th.
