Tracy Lehman, 61, Hastings, was charged Jan. 18 with felony domestic assault intentionally to inflict or attempt to inflict bodily harm with two or more prior convictions or adjudications and felony domestic assault cause fear of immediate bodily harm or death, with two or more prior convictions or adjudications. Officers responded to a report of domestic assault at the Kwik Trip in Hastings on Jan. 14. According to the complaint, the victim in the store was crying and had a bloody nose. The victim stated that she and Lehman, had been fighting all day, and recently they had been fighting daily. The victim was transported to the hospital. Officers spoke to Lehman outside who stated it was “pitter patter” when asked about any physical altercations with the victim. Lehman has four domestic violence-related offense convictions dating back to 2015. Lehman was booked into the Dakota County Jail.

Tomasa LeShae Martinez, 31, Minneapolis, was charged on Jan. 17 with one count of felony controlled substance crime in the fifth degree possession. On Oct. 3, 2022, a Hastings police officer noticed a vehicle driving on 10th Street East in Hastings, with large cracks in the windshield. The vehicle was pulled over and the driver, Martinez, advised that her driver’s license was suspended, and she did not have insurance on the vehicle. While speaking with Martinez, the officer noticed a pen tube in the vehicle. Upon inspection of the tube, it was noted that a residue and a piece of coiled metal were inside the item. During a search of the vehicle, a glass bubble pipe with residue and a baggie later confirmed to be containing the presence of methamphetamine weighing approximately 1.55 grams was found. Martinez was arrested and taken to the Dakota County Jail. During the intake process a baggie containing methamphetamine weighing 0.73 grams was found in her bra. A court summons was ordered.

Juan Andi Monjaraz, 21, Red Wing, was charged Jan. 17 with felony controlled substance crime in the fifth degree possession. On Sept. 14, 2022, a Hastings police officer noticed a vehicle traveling into the loading dock area of a closed business located on the 600 block of 10th Street East in Hastings. The officer immediately activated the emergency lights on his squad car preparing for a traffic stop. The driver of the vehicle, Monjaraz, was driving with a revoked driver’s license. An assisting officer saw possible drug paraphernalia in the trunk of the vehicle which was confirmed by the passenger. The item was retrieved and confirmed to be drug related. Monjaraz consented to a search where a container of pills, later identified as oxycodone, was found. A court summons was ordered.

Marquies Keyton Scott, 25, North Saint Paul, was charged Jan. 18 with felony theft of over $500 up to $1000. On Jan. 15, 2023, a theft in progress at Walmart in Hastings was reported. The suspects were still in the store removing tags and placing items in backpacks when officers arrived. Once the suspects passed all points of sale and walked into the parking lot with the stolen merchandise, they were stopped by the officers. One suspect, Scott, admitted intent to steal the merchandise from Walmart. The total of the stolen merchandise before taxes was $594.65. Scott has one prior felony motor vehicle theft in Ramsey County. Scott was booked in the Dakota County Jail.
